On-Premises Purchases with Credit Card at Liquor Stores
Background
Currently, Oregon Liquor Control Commission (OLCC) liquor stores allow the general public to purchase distilled spirits with a credit card. On-Premises licensees are required to purchase their distilled spirits from these stores just like the general public. On-premises licensees are given a 5% discount off the posted price, but are restricted from credit card purchases.
Issue
For the purposes of phone in orders or delivery orders, it would be much simpler if licensees were able to use a credit card. Currently, a check must be prepared in advance for an employee to make a purchase, or separate Electronic Funds Transfers can be set up, but there are no provisions for orders to be made over the phone with a credit card.
ORA Position
Oregon Restaurant Association firmly believes that, if a liquor agent is able to accept credit cards, the opportunity should be extended to all customers, including on-premises licensees that receive the licensee discount. Oregon Lodging Association supports this position.
